          Teaching and learning the English Language effectively       200?

          There are 3 basic conditions you have to fulfil in order to master the language.
          1.  A good understanding of English grammar.
          2.  Acquire a rich stock of English vocabulary through extensive reading
          3.  Enough practice of the language skills, namely, listening, speaking, reading
              and writing in various scenarios.

1.  Why do you need to have a good command of English grammar?
          Grammar is the foundation of the language.  Without this strong foundation, you can’t achieve much especially in the aspect of written communication.  The purpose of any language is to communicate.  To facilitate communication, the rules are needed to guide the speaker and listener.
          A good knowledge of English  grammatical rules is a boost to one’s confidence.  It is especially true in written communication in the form of letters, memo, reports, advertisement, notice and the like.  These documents have  the written record to show how proficient you are with the language.  A good command of English grammar enables you to express yourself clearly and properly.  You error-free writing will definitely create positive and good self-image.
          On the other hand, if your written work were full of grammatical errors, it could be embarrassing and thus produce negative results.  If you wrote on behalf of your company, your poor grammar would create bad impression of your client on your company.  If you were asked to write a report about the progress of the project, your bad grammar would, no doubt, mar your presentation.  Thus, a good grasp of English grammar is an important benchmark to gauge your English standard, too.

a)  Why do you need to study English grammar in isolation and reinforce in
      context?
          Grammar is “the study of the forms and usage of words in sentences”(1).  In other words, it is the study of “rules about the use of words in a language”(2).  So, you have to know the different word classes in terms of form and function.  In order to study the rules of English grammar effectively, it is important to create the awareness of the forms and functions of different word classes. 
Like teaching and learning mathematics formulae, it is also necessary to present each grammatical items to be viewed and practised.  Only through teaching and learning English grammar in isolation,  you will create the consciousness / sensitivity and give enough emphasis through the explanation of the rules. Teaching grammar in isolation is a good way to sensitise students of the forms and usages of words in sentences because they have to go through a process of analysis repeatedly and the rules got ingrained gradually in the course of time.   Hence there must be enough awareness/ consciousness/ sensitivity to each of the grammatical items in order to get ingrained.
Enough repetition and rehearsal of the rules is only possible when grammar is taught in isolation (parts of the whole -----> context).  This intensive method is perhaps the shortest route to get acquainted and familiarised with the rules.  Of course, exercises for practice and other kinds of reinforcement in contexts are encouraged.  Besides, you may ask the students to apply the rules in speaking and writing.
          On the other hand, if you only teach grammar in contexts, you may not be able to repeat and rehearse the various rules enough.  When teachers teach grammar in contexts only, it is unlikely for them to do such intensive analysis of each grammatical item in details.  As a result, students are blurred with the various rules.  For example, they may not be able to differentiate the adjective form of ‘everyday’ from the adverb form of ’every day’.

First, teachers must sensitise students of the 9 word classes and explain to them their usage one by one.  In the case for the words ‘everyday’ and ‘every day’, if teachers have stressed enough that an adjective can be placed before a noun or after Verb-to-be (am/ is/ are / was/ were………).  If students knew ‘everyday’ is an adjective, they definitely wouldn’t use it as an adverb.
I wash dishes everyday. 

Errors are inevitable but if a person repeated the same mistakes all the time in written communication, it might produce undesirable results.  People may get the impression that your English is poor/ lousy.  Language learning is a life-long process with the purpose to improve / upgrade  one’s language skills and knowledge. 

b)  How to teach and learn  English grammar effectively
           I believe in teaching and learning English grammar systematically.  That means the presentation of each grammatical rule in a comprehensive way for easy reference and visualisation.  When the rules are presented in a systematic way, it is easier to remember like the English alphabet A – Z and Arabic numbers 1,2,3,4,5,……….. You may employ deduction and induction approach in teaching and learning the rules in forms and functions.
         
 For example, to teach Primary 4 students the Simple Present Tense, Present Continuous Tense and Present Perfect Tense in form and function one by one.  Then you provide the overview of the 3 present tenses to show them how they are related.

To talk about an action, a fact and habit in the present as well as a general truth

Examples:

B.  Present Continuous Tense

functions
To talk about a continuous action at the moment speaking in the present

The subject and Verb-to-be (am/is/are) Agreement in the Present Continuous Tense remains the same as the Verb-to-be in the Simple Present Tense.

Examples:
1.  Look, they are talking to each other in class now .
2.  Helen is teasing them now.
3.  The teacher is scolding them now.

C.  Present Perfect 
     a)  Verb-to-be

     b)  Ordinary Verb

Functions
To talk about an action which took place in the past and the result /effect is still present / there.
To talk about an action which took place in the past and continues up to the moment of speaking.

1.  My parents have been to Japan.  (They have some knowledge / idea about Japan.)
2.  Tina has washed her sports shoes.  (Look, they are still wet.)
3.  Helen has read the book twice.       (She knows the content of the book well.)

To show how the 3 Present Tenses are related
1.  Tina washes her sports shoes every week.  She has 5 pairs of sports shoes to wash.
2.  She is washing her third sports shoes now.
3.  She has already washed two pairs of her sports shoes.   (They are still wet)
4.  She still has 2 more pairs of sports shoes to wash.      (They are very dirty.)
If students can master English grammar, more than half of the battle is won.  That means they have accomplished more than half of work to acquire the language.  The rest is about reading and practice to upgrade and refine the language.


2.  Reading intensively and extensively for vocabulary and refine your
     grammar
Reading intensively and extensively in English all the time is the most practical and meaningful way  to build up the stock of English vocabulary, familiarise language structures and upgrade your grammar in general.  There is no other better way to acquire English vocabulary and get familiarised with the language structures besides reading.  Acquiring vocabulary in contexts is the most effective way to know how words are used in different contexts and how the same word like ‘book’ is used when it functions in different word classes. 
For example:
This is a book.  (noun)
I need to book a ticket to Singapore.  (non-finite verb)

Reading widely is the best way to acquire English vocabulary and knowledge in varied contexts.  The versatile language experience through reading not only expose you to varied English words but also the different language structures.  It is the most effective and meaningful way to reinforce your grammar and gain knowledge.  Your constant exposure through reading will make it become spontaneous /  natural  to you in the course of time.  
Reading exposes you to how the rules  that you learnt in your grammar class applied in different contexts constantly.  For examples, the usage of nouns, they are used as a subject / subject complement / an object /an object complement in the sentence whereas adjectives are placed before nouns or after Verb-to-be /other linking verbs. 

For examples:

[Great patience] is needed to look after children. 
Tina is very patient with children.      
He has (the intelligence) to go for high technique.

3.  Enough practice in the language skills
Learning English grammar and reading are the input to prepare yourself for the output of what you have learnt.  So, being able to express yourself freely in spoken and written English is the result of your effort put in studying and learning English.  Before you can do so, you need enough practice in the classroom and real life situations.  The most common way is to do enough exercises for drilling, classroom-induced listening  speaking, reading and writing activities.  Of the 4 skills, I stress on application of the rules through writing to be most effective and economical in terms of time taken and number of students involved .

For example, after studying the rule, Simple Present Tense, you may ask students to write 10 sentences in Simple Present Tense as creatively as possible.   It is a good way to let them know and think that this tense is about a fact / a habitual action/  what a person does every day/ always /often / regularly does/.  They may use Verb-to-be (am/ is/ are) / Ordinary Verb.  They have rules handy enough to refer to.

Well, most schools in Malaysia have adopted the communicative approach in learning and teaching the English language and grammar is taught in contexts only.  I wonder how effective it is and how well students can learn in this scenario.  Why is the overall standard of English in Malaysia so low?  What are criteria to assess their English to be low-graded?  Is their knowledge of grammar an important factor in the assessment?  How important is the command of grammar in the assessment? 
Find out the difference between those with knowledge of English grammar through studying, learning, reading and practising and those with knowledge about English grammar through reading and practising only. 

Do you think it is time our Ministry of Education should review the English language teaching and learning in Malaysia?  Otherwise how can we expect Malaysians to compete well / be on par with other countries in the age of globalisation when English is widely used in various fields.

                                      Abdullah’s cognition
          When Abdullah first took over the office of Dr. M (mega-maniac), he, no doubt, impressed us, Rakyat through and through with his sincerity and charm so endorsed in his declaration, ‘To speak the truth’.  (ng………….)
          I dare say, he thus won the hearts of at least 98% of his Rakyat.  I nearly composed a poem (like Samy Vellu) in praise of him.
          But, when everybody was so enchanted and intoxicated in the belief that he had broken the spell of authoritarian so cast by ?PM + Dr. M, his endorsement ‘Speaking the truth’ proved to be not genuine in the course of a very short time.
          People were truly disillusioned when a parliamentary member named Sothinathan tried to express the truth truly, openly, vigorously, enthusiastically and freely, he suffered a really hard hit in the face.  (He was so condemned and banned from meeting as well as de-salarised for 3 months.)  Sothinathan was a living proof.
          No people since naively believed in ‘Speaking the truth’ is true in reality anymore; it is but a/an myth / ideal to refer to sometimes.
          I believed in his sincerity when he so declared, ‘Speaking the truth’.  But I realised he was not prepared at all to ‘listen to the truth’.  I should say he did not know
in width and depth the philosophy of cause-effect; + and -; win and lose in life.
          Though Sothinathan was a guinea-pig, he, certainly, saved a lot of others who were as naïve and didn’t know the relationship between ‘Speaking and Listening’.  Speaking the truth must be in match with the authoritarian’s ability to listen to the truth.  Otherwise, the person speaking the truth will have to face disastrous consequences like Sothinathan. 
There were countless cases like this in the Chinese history:  Speaking the truth is not =  Listening to the truth. (people : authoritarian)  Have you heard of the Chinese proverb, “Killing a chicken to warn monkeys (from being mischievous)”?   Do you know who is ‘the chicken‘ in the above case?  (Ha………………………………)
          Besides, Abdullah has also banned at least 2 newspaper companies from operation.  He, for sure, took the positive move to ‘stabilise the country’ but he failed to see negative effect he created and how he ‘destabilise his Rakyat’.   (In our hearts, his popularity dropped from 85% - ?% - ?% -?% -)
          The way he dealt the Hindraf (Hindu Rights Action Force) and mass gathering has definitely ended our trust in him anymore.  His various hasty and obstinate acts have totally convinced us of his disability to create a conducive environment for the practice of democracy.  (The government by the people, for the people and of the people).
          What we bear witness is his anxiety to consolidate his position and power as Prime Minister.  He is, no longer,  near to the Rakyat.  He is but another Dr. M in transformation as he has orientated more and more to the practice of authoritarian like his predecessor.  
          His alienation is the main cause of his failure to understand his Rakyat and got trapped in his own phobias that any gathering that might threaten the security of the country.  That is not true at all.  95% of the people know the truth.  But his phobias and alienation mis-interpreted people too much. 
          If what has been reported about Hindraf were true, they should be severely condemned but they don’t really deserve such a harsh punishment.  They were, no doubt, wrong, to cry over ‘foul play’ to the Queen of England for justification.  They, certainly, no need to condemn our government that way for the marginalisation and discrimination of the Hindus.  They really can’t make our government see how the Hindus are marginalized and exploited in that radical / drastic way. It is really not good lah! 
Accusing our government having the intention to ‘wipe them out’ is, no doubt,   ridiculous, baseless and insensible (if what has been reported were true).  Look, how badly Hitler failed in his attempt to eradicate the Jew. 

Instead, they should list out various items to show the government how the Hindus are marginalized and discriminated.  Is it true that the % of the Indians in the government agencies is  low?  Is it true that the Indians have little access to various funds / loans that the other races enjoy?  Is it true that they are restricted by quota  to university education?  Is it true that the poverty is widespread among them and why?
Well, our PM Abdullah, on the other hand, can take the initiative to speak to them.  He didn’t need to go to that extreme to ‘pull out’ INTERNAL SECURITY ACT to imprison them.  He shouldn’t assume that it is people’s wish.  I dare say 95% (subjective point of view) of Malaysians against the existence of such an Act as it really hinders the smooth progress of democracy.  By imprisoning them is an abuse of human rights.  We really hate him and his ‘weapon’.  (If he doesn’t believe, you may ask around and see.)
After all, they pose no danger at all to the national security as they carry nothing lethal.  But, a way to vent out the pent up anger, frustration and disappointment.  Let them cry, scream, shout, shrill, squeak, squeal……….to their heart’s content.  Be self-confident enough to view them to see how much they could reach.  
          Abdullah really needs help to get rid his own phobias and to practise re-orientation to his Rakyat.  Otherwise, he, truly, treads in the path of Dr. M in parallel to Taksin, (exPM of Thailand); Suharto  (ex – premier of Indonesia) and Marcos (ex-president of the Philippines).  He, in deed, would face a lot more trials and tribulations sooner or later.  I wonder how he would fare in this coming national election.

          /tʃ………../  did you notice as an individual the wastage of resources wherever you go and whenever you are?
          /ŋ/  if yes,  how did you feel,  ah?

          /dʒ………/ can you point out in good order which government agencies in the list of 1/2/3/4/5……….. in terms of wastage?
          /m…./  did you know that wastage = plundering?
          /eI/  are you angry that a great variety of taxes you pay are wasted in poor management, other unnecessary expenses and being ‘pick-pocketed’ (‘stolen’ in simple and plain word in Foochow)?

Mega-wastage

          Imagine RM9 billion spent on 50th Independent Day Celebration.
          /h………/ do you think as much as RM 9 billion spent on the celebration of 50th Independent Day of Malaysia a waste?

I wonder what ex-premier of Singapore, Mr Lee Kuan Yew thought about it.  I guess he must be laughing hysterically at our folly being so indulgent in vainglory in his secret chamber.     

          /e………../, calculate the amount RM9 billion to be utilised in building terraced houses.  How many terraced houses do you think can be built?  (Guess the number to win a prize.  Ha……………..)
         
Do you know how bad the poor feel living in a shack surrounded by concrete buildings in town?  Not far from my house, there is a big shack built of shingles, planks, unitech roofing………..  I do not know how many families squeezed in it.  They are far off the track of ‘ the express train of development’. 

How well-equipped is our welfare system to help the poor lot to get out of poverty?  Look, I know  Australia truly has the well-managed welfare system to make her people feel secure in life. 

Astronaut to show off

          What do you think of spending so much RM on sending an astronaut to ‘take a lift’ with other astronauts in Russia to the space worthy to feel so proud of? 

     a)  Education
          Count the RM (in dollars) to be used on education and see how many times the return we can reap?  Find out the number of school leavers who can’t go for further studies annually because they don’t have money to fulfil their dream. 
          Do you feel ashamed of these decision makers / leaders concerned for wasting so much taxpayer money in vainglory when many schools in rural schools lack the basic infrastructure facilities such as electricity and water supply and the funds to run smoothly?
          I really feel embarrassed at the leaders of  our Sibu Visionary Team (SBT) being in existence for so many years and are still not able to lobby / to secure a UNIVERSITY for Sibu.  Check how much money is drained for seeking higher education elsewhere. Damn these Bloody leaders. 

Worst of all is that the leader like Wong Soon Koh, the State Assembly member and his consortium even possess a college in Sibu, Kuching and ……... 

How can Sibuans (the Sibu people) expect him to lobby for a UNIVERSITY in Sibu? 

Robert Lau Hui Chew has been the National Assembly for ? terms and I wonder if he has ever thought of bringing it up to discuss the need of a UNIVERSITY in Sibu in the Parliamentary meeting. 

We have the land to build a UNIVERSITY like Tong Hai University in Taichung, Taiwan, the one I always admire through and through.

Hai………………………(a long long sigh),  these bloody leaders only care about how much benefits to reap and how to upkeep their official status. 
         
These leaders often boast being so capable in words only but fail readily in deed.  They sometimes really look funny with their right hand index finger pointing straight above their heads to the sky and shouting ‘sehadih’ really loud.  I think ‘sehadih’ means ‘united’. 
I wonder how many of them know the meaning of the word because they are ever ready to fight for one’s individual benefits and social status. 
I guess %? Of them must think that being united means listening to the leader; one opinion; being loyal and obedient totally regardless of rationality of the leader’s  thinkings / ideas.  Ha…………………………….  They don’t know what the standard / universal truth is. 

     b)  Medical services
          Some leaders like to bluff that the medical service provided by the general hospital in Malaysia is the cheapest.  It is a “RM 1.00’ access to the service.   (Seeeeeeeeeeeeeeeeeeeee …….. (a sinister chuckle at the cheap cheap service). 
Well…….., it is indeed true.  That is the reason why more and more private hospitals are mushrooming everywhere to cater the ‘the middle class consumers’ who can afford a better quality of service in Malaysia but not foreign countries. 
The poor and weak ones have to submit themselves to this RM1.00 access to medical service.  Ha………………………………………………a long wait for certain services.  If the patient dies before it is his/her (hiser) term, it is nothing surprising.  Ha………….
Some poor and weak ones even resort to borrowing in order to get the service.  You can imagine how RM1.00 access to medical service means to Malaysians in general.
          Our ministers/ leaders and very wealthy ones opt to go to foreign countries for even more reliable and better quality of service.  They have abundant money from various sources.  He…………………………………………… 

Corruption and collusion are very widespread in Malaysia.  It is an open secret.  I am confident to say that many people can provide specific evidence and proofs.
         
          Hence based on their access to medical services,  I group them into 3  classes of people co-existent in Malaysia:  ministers and very wealthy ones;  middle class who have some savings;  and the poor class. 

To be on par with the medical services of developed country like Australia, I wonder when we can reach that standard.  Now we are far off that mark.  The people have been plagued with the same problems after so many years of independence though much better compared with the service 20 / 30 years ago.

     c)  Road system
Take a closer look at our road system (especially in Sarawak), it is hard not to fly into a rage at seeing the road condition being so narrow and rough as far as Oya Road, ?% of Wong King Ho  and Jalan Salim are concerned.   How about other roads, I think, ask the road users of the particular roads, they know better how the roads should be built. 
I wonder when the standard width of the road safe for buses, lorries, trucks, cars will be realised. When is the authority concerned going to build bi-motorcyclist (bicyclists and motorcyclists) lanes for bicycles and motorcycles? 

If we have bi-motorcyclist lanes, I guarantee you we can reduce fatal road accidents by 50%.  As far as I know the fatality rate of motorcyclists always ranks No. 1 (about 55% - 60% / more) in the total fatal road accidents.  The latest record of fatal road accidents, motorcyclists stands 53% in Sarawak.  Alamak!  what a curse!  What a shame! 

Poor leadership leads to poor management of resources for right and more urgent need and unnecessary wastage.

I heard people say that England has a very good road system because their roads always have the lanes for bicycles.

Here in Malaysia, I think our leaders are blind to high % of motorcycle road users.  Hence our road system as far as I know are not motorcyclists friendly.  No wonder, motorcyclists always rank No. ONE in the fatal road accidents year after year. (like pick-winner)

However, these damn bloody leaders always deny the truth and blame road users all the time. 

Again, I would like reiterate if we had the road system like Australia / England, we could reduce our road accident to 3% – 5%. 
         
          Good road system means good public transport service, too.  In this way, we can reduce cars at least by 60%.  With the reduction, we no doubt can improve the air quality, too. 
         
But our government is just too vain and mean to admit their weaknesses.  Having proper and good public transport service certainly may upset our ailing car industry for full recovery.  The good and proper public transport service is surely in conflict with the policy of our car industry!  It is , for sure, a hard decision to reach.

     d)  water and electricity supply
          Count the % of the people having the service of water and electricity supply in Sarawak. 


Notes:
1.  People want more national universities to be built to cater the needs
2.  Did you know that how much electricity is wasted in the Sibu Central Market?  
     (especially Level 3 and the driveways) At areas where the sunlight is so bright, the  
     fluorescent lights are still switched on.   I can understand why first half an hour of  
     free parking is scrapped off.  If SMC manages properly, I believe they can save
     quite a lot from this.  They don’t have to think of plundering all the time.

          In reference to Nazri’s claim that the Chinese would rather dirty their hands to become bosses than accept low pay (with clean hands) (11th  December, 2006  See Hua Daily News), I would like to “declaim” his assertion with my personal observations and understanding which I dare to declare that 99% of the Chinese will agree with me.  If you are not happy with my argument, you may set up a committee to investigate to prove me wrong.

          A man with sight but acts like blind; with good sense of hearing but acts deaf.  So you can’t distinguish black from white; wrong from right and false from true.  You  have all mixed up with everything and anything.
          Well………………………………………….
          A deer is a deer.  A horse is a horse.  If you insist a deer to be a horse (a Chinese idiom), a deer becomes a horse in your sense.  In the Chinese history, there were so many cases of how the emperors and his officials twisted the facts and forced people to accept.  They enjoyed creating “false phenomena” to force on people.
          They were all eager to cover up the truth.  They though they could cover up the world by covering up their own eyes. (a Chinese idiom – a hand to cover up the world)
People in authority like to cheat themselves to deceive others.  (a Chinese idiom – deceive yourself to deceive others).
          Nazri, be prepared to hear and see the truth.  You no doubt need audio-visual aids to know the proven facts.
