Irresponsibility main factor for landslide, says Tiong


December 12, 2018, Wednesday at 12:14 AM KUCHING: The main factor that caused the landslide at Pan Borneo Highway between Tatau and Bintulu that rendered the road impassable was not the heavy rain in the last few days but irresponsibility and negligence of the contractors and supervisory authorities.

          This was pointed out by Bintulu MP Datuk Seri Tiong King Sing in a statement yesterday.
          He said those involved in the building of the highway must take full responsibility for the disaster as the cause of the landslide was poor drainage of that section and lack of protection of the slope on the side of the road.
         “There is no excuse for the consultants and engineers for not taking all the necessary precautions in their design as they are highly paid professionals they should have foreseen the consequences of accumulation of water in the soil due to inadequate drainage and lack of slope protection.”
         Tiong also questioned Minister of Works Baru Bian who recently pledged to personally monitor the project and was reported to have declared he was satisfied with the progress and construction of the highway.
         “Obviously the minister must have made only superficial inspection of the implementation of the project sites as how could he say that he was satisfied when the design and construction of the road were flawed.
         “If the minister had demanded a more comprehensive briefing he would have seen that the culverts used to drain the water from the soil were inadequate and even a layman could see there was no protection for the slope that had been cleared of trees and vegetation along the road.”
         The Bintulu MP called on the Works Minister to instruct the Public Works Department (JKR) to conduct more stringent supervision on the construction of the road and LebuhRaya Borneo Utara (LBU), the project delivery partner of the Pan Borneo Highway, to keep a stricter control of the contractors.
         “Some parties could have cut corners in carrying out their work and did not follow the specifications of their contract and JKR and LBU have failed in their supervisory duties.”
         Tiong pointed out that the landslide had affected the schedule for the completion of the highway and called on Baru to conduct checks on other stretches of the highway which may be affected by landslides.
         “He must make sure the contractors follow the specification of their contracts and review the designs of the parts of the road that are susceptible to landslides.”

        民调Sibu中央市场和周末市场配合自己上市场时间。一举两得/多得。从要接受民调只给名字和电话。问过很多民众。80% 的人都想独立。愿意接受民调给名字和电话的不多。 但是对我来讲,是跟市场做生意和顾客打开一个话题是挺有趣的。 所以也有那种不亦乐乎的感觉。民调是有点吃力的工作,是义工的工作,没有钱可拿,自己还要付费去影印纸张分给民众希望大家拿到纸都会看,看了后会思考。
砂罗越独立好,还是继续留在马来西亚好? 简单一点说:二选一 脱马独立/留马.  遇到其他不会华语,我用最简单的马来语:Sarawak merdeka baguskah atau dalam Malaysia?
这是砂罗越人民要很努力的要去做的一份工作。 要准备被拒绝。如果有人愿意支持,那也是要考验人民的勇气。在事情还没有明朗化之前,参与民调,大家多少都有点压力。这我看得出。所以我为了不给自己或他人压力,我就给他们民调表格和文章分享回去阅读。华文版民调,我印了250张,英文版100张。有意参加的,愿意帮忙的都可以。我有给他们我本身的名字和电话。31/12/2018截止日期,不知道我可以收集到多少人。 
民调其实也是醒觉运动。激发人民思考。这个过程,我发现被马来亚霸权打压55年后的砂人对独立课题很陌生或对独立愿景很绝望。所以,有人就[当机立断],[不加思索]的跟我说:[不可能的]。开始我想跟他好好来个辩论。场地不对,作罢了。不过,这种回应,给我很够冲刺,让我提升思考。回家来来回回思索,跟先生谈起。这种情形。我先生对砂罗越独立这课题非常热心。所以,经过两人对这课题的探讨。更了解怎么一回事。
        那些会说[不可能]的人,有的说:[砂罗越是只会生金蛋的金鸡。马来西亚联邦政府是不可能会放我们砂国走的。]从这角度切入谈独立是空谈。有的就说:[不可能就是不可能]。他也没解释为什么。好像老早思维就这么认为了。说不可能的人,答案都是[马上给的]。所以挺有趣的。我说砂罗越是否可以独立是人民做决定。不是那位部长或联邦首相说了算。 
        这些人,对砂罗越的定位不解。砂罗越和沙巴是托管给马来亚管理因为当时我们砂人没有行政管理能力。是我猜一定对联合国[去殖民化宣言]中的1514号议决很不清楚。因为联合国去殖民化宣言中的1514号议决,所以英国政府才在22/7/1963还权于砂罗越人民.  那时砂罗越就独立了。在阴错阳差下跟充满邪念恶谋的马来亚领袖联邦组成这怪胎。记得沙砂联邦国只是托管给马来亚政府。砂罗越和沙巴享有[自治权],还有[自决权]。 这自决权是握在我们砂人的手里,砂人如果不傻的话,我们可以2021年砂国选举时表决砂罗越脱马独立。只要送60位人民代义士有着[脱马独立议程]进砂议会/ DUN, 他们就可以启动[独立法案] 宣布独立。禀告联合国砂人的决定就成事了。这是联合国赋予给砂国的独立程序就大功告成了。 
        如果,有人看完后还是不信,自己上网Google search,  www.un.org  Sarawak status: Change.  联合国官方网站查个清楚。这个change 字的意思就是砂国可以完成独立程序的意思。

     Bakun 水坝, Murum 水坝 Baram 水坝在上游,(不知道Baleh水坝也运作了吗。)水的流向督导有方吗?有足够的蓄水池或井吗或良好的水库可以把多余的水都收进这些蓄水库。不然Bintulu, Miri Kapit 肯定首当其冲。Bintulu近年常常面对水患的苦难。Miri 更糟糕有水灾也土崩。KapitMiri 面对同样的问题。这怎么一回事? 这难道跟水坝没有直接关系? 水流的速度要多久就到达大概200-300公里的BintuluMiriKapit。大家有空时,不妨算一算。
很多人都以为只是当地的排水系统的问题。很少人会去想上游200-300公里的水坝们的力量。咳,真的被水淹的不明不白。 建造水坝,那些政客和财团们赚了满堂红。防范水库措施没有做好 是阿狗, 阿猫,阿鸡,阿鸭,阿猪,阿牛,阿羊。。。。人民的事,承担这水患灾命。很多傻傻的就怪天下了那多的雨。受灾后,RM几百块就打发了。这种戏码不陌生吧? 大家有没有想到:现在不正常的雨量已经变成正常了,那我们政府有准备应对这种不正常变成正常的雨量吗?
[大雨后,。。急的流水将双溪阿那内陆长屋通往Tatau的木桶桥 冲塌了](星洲日报)(民都鲁8日讯)。 另一边(美里8日讯)[加拿大山道路土崩,表面完好底层呈空]。这跟建山坡路,没建路边墙的息息相关。还有跟水坝水量多时渗透土层是否有关呢?这我们要专家的鉴定吧。
上游有Bakun大水坝,MurumBaram不小的水坝。 Baleh 水坝运作了吗?),下游的居民就得好之为之了,如果大家还是不多做思考和向有关当局反映。 那后果还是自负。可怜的阿狗阿猫们。
        今天。。。Bintulu-Tatau48公里(?)也土崩。有人传到微信群。也是山坡地没建路边墙。这55 多年来去,很霸权垄断的建路有息息相关。 23/7/2015,我从Sibu坐巴士去Mukah。一路去和回都在观赏路况。发现斜坡都没有建栏杆。难怪不时不时,有车冲下坡。 太欠德了吧! 这就是贪污舞弊滥权腐败的政府所造成不必要灾难。路况就很清楚看出一个政府是否[以民为本],也看出人民的素质。
