Don’t praise Najib just yet, says See

See Chee How
KUCHING: Chief Minister Datuk Patinggi Abang Johari Tun Openg and the Sarawak state government should stop singing praises of Prime Minister Datuk Seri Najib Tun Razak when nothing material and definite with regards Sarawak’s autonomous rights under the Malaysia Agreement 1963 (MA63) and devolution of power to Sarawak is delivered from Putrajaya, or they may risk losing support of Sarawakians for their candidates in Sarawak, said Batu Lintang assemblyman See Chee How.
See was commenting on Abang Johari’s statement at Parti Pesaka Bumiputera Bersatu (PBB) convention on Saturday, officiated by Najib, that the latter (Najib) had done a lot for Sarawak and that Sarawakians should be grateful for it and return the favour.
“The promise by Najib that the power and the rights of the people in Sarawak taken away ‘by design or inadvertently’ will be returned to Sarawak has turned stale.
“It has gone backward because the Prime Minister has a new promise that a high-level committee at the federal level would be established to negotiate with Sarawak on outstanding rights issues under the MA63.
“The ship is still in the dock, at Putrajaya,” exclaimed See, who is also state PKR vice-chairman yesterday.
Najib, in his speech at the PBB convention, gave his assurance that he is sincere when it comes to returning what rightly belongs to the people of Sarawak.
“I have promised, if we have by design or inadvertently, took the power and the rights of the people in Sarawak, I am willing to return them back to Sarawak. We don’t need to take the rights of other people. We are in one family. What is important is, we remain in the BN government and our country Malaysia,” Najib was quoted as saying.
In response to Abang Johari’s speech that Sarawak had during the last State Legislative Assembly sitting passed a government motion to form a high-level special taskforce to take over the state’s negotiation with the federal government, Najib said a high-level committee at the federal level would be established to negotiate with Sarawak on outstanding rights issues under the Malaysia Agreement 1963 (MA63).
See said Najib should not point fingers at others for the wrongs of the federal government taking away Sarawak’s rights over the last 55 years.
“Not only was he in the federal government for the most part of the 55 years, he (Najib) was already the prime minister when the Territorial Sea Act 2012 was passed to cause the biggest blow to Sarawak’s territorial integrity and sovereignty and he has until today not say a word about Sarawak’s request for repeal and/or amendment.”
See was referring to the government’s motion on Sarawak’s rights, which included the seeking of amendment to Territorial Sea Act 2012, which was unanimously passed by the Sarawak Legislative Assembly in 2015.
“The late Datuk Patinggi Tan Sri Adenan Satem had made the representation to Putrajaya during his reign as the Chief Minister of Sarawak. The present CM should take up the responsibility to continue with the representation if he is sincere to follow through the legacy of the late Tok Nan. If we cannot safeguard our territorial integrity and sovereign rights to our territory, what is there for Sarawak?
“We must also be reminded that the late Tok Nan did not brag about the Prime Minister and the federal government during his time as the Chief Minister of Sarawak. In fact, he had put in place measures to ensure that the federal government and agencies will come to the negotiation table with Sarawak, with regards to their exploits in the State,” See pointed out.
See said the pledge that the federal government would chip in for the state’s Light Railway Transit (LRT) project if Sarawakians voted for BN with an ‘A+’ results “is laughable and an insult to the intelligence of Sarawakians”.
“Not only are all Malaysians suffering the wrath of the country’s unprecedented huge debts, Sarawakians are living the hardship of the federal government’s empty and unrealised promises.
“Sarawak is now suffering from the tremendous damages caused by flooding because the flood mitigation projects and plans were stalled due to the lack of funds.  Further, the promised funding for rebuilding of dilapidated schools are not given to Sarawak but through federal ministries and agencies.   Conceivably, only a fraction of the RM1 billion will be spent on the rebuilding of schools in Sarawak.”
With the general election just around the corner, See said the prime minister and the federal ministers will certainly make more and frequent visits to Sarawak to pledge for development projects and financial allocations.
“And there will be promises for autonomy and devolution of powers according to MA63. I do believe that Sarawakians have wised up to those pledges and promises which have tricked and eluded Sarawak for the last 55 years.”
In conclusion, See said Sarawakians should count the promises delivered, with regards Sarawak’s autonomous rights under the MA63 and devolution of power to Sarawak delivered by the federal government, before deciding to vote in the same federal government again.

My comments:
"Sarawak enjoys the lion's share. Sarawak enjoys the lion's share. Sarawak enjoys the lion's share. Sarawak enjoys the lion's share.  Sarawak enjoys the lion's share."   This has been the ploys of UMNO-BNised government to trick and fool Sarawakians and Sabahans about the allocations when ?% of allocation funds have actually reached us.  Otherwise, we won't see a great number of dilapidated schools, hospitals lack of the equipment, poor road conditions, devastating floods occur again and again,  .....................

I hope that Sarawakians will have this awareness.

Harapan Rakyat ada harapan kah untuk Sarawak and Sabah?

Harapan Rakyat ada harapan kah untuk Sarawak and Sabah?
If Harapan Rakyat will have harapan untuk rakyat, the right person to seat the PM post should be Dr. Wan Azizah, not Dr. Mahathir who carries tonnes of sinful acts during his 22+ years of tenure as PM.  The sight and thought of him still send chill to many who know how he blundered through his ministry and plundered us, Sarawakians and Sabahans.   Those who have the knowledge know so well how domineering he was and humiliatingly he treated us Sarawakians and Sabahans.

It is a grave mistake to designate him to be PM if HR wins in the 14th general election.  It is idiotic for Sarawakians and Sabahans to indulge in the so called ‘national / general election’ in which we are only treated as one of the 13 states to be battered and bullied in the so called ‘national assembly’ all the time.  It is meaningless and insensible of us to take part in the so called ‘national election’.

It is grosteque and ridiculous for Sarawak and Sabah to take part in the so called ‘national election’ to fight against the 11 states in Peninsular Malaya.    That means that we accept being one of the 13 states in the Federation of Malaysia.  Is it sensible for us to do so?   But do the UMNO-BNised parties in Sarawak and Sabah want to assert themselves as an individual country in the federation of Malaysia and refuse being fooled, tricked and trapped anymore?

I hope that Sarawakians and Sabahans can stop this practice once and for all.
Now is that how we can undo this practice to be treated as one of the 13 states.  Now is that how Sarawak and Sabah each can stand up as a country without being mixed-up with the 11 states in the Peninsular Malaya.  How…………………………………………………………..?

Be a good ‘watchdog’ to guard autonomous rights and power – See

See Chee How
KUCHING: The Year of the Dog should inspire all Sarawakians to be a good watchdog in guarding our autonomous rights and power even more zealously, said Batu Lintang assemblyman See Chee How.
See, who is state PKR vice chairman, said the Chief Minister Datuk Patinggi Abang Johari Tun Openg has made a good start by citing Schedule 9, List I Federal List Item 8(j) in the Federal Constitution to assert Sarawak’s sovereign rights to the issuance of permits and licences for prospecting of mines, mining leases for the development of mineral resources and state categorically that all companies, including Petronas, need to comply with our Ordinances in carrying out their petroleum development activities.
“I am heartened by his statement and if I recall correctly, he is the first Sarawak chief minister to raise this crucial constitutional provision as one of the underpinning foundation to assert our autonomous rights and power.
“On this count, we should rally behind our “top watchdog” in the Sarawak State Legislative Assembly and Malaysian Parliament to proclaim and postulate this constitutional rights,” he said in a press conference here today.
See, however, warned that the task would be an onerous one, as he said that the federal government had laid the obstacles 50 years ago and has been piling on the impediment since.
“The MA63 was a brilliant piece of work to protect the rights and powers of Sarawak as an autonomous State.  For the formation of Malaysia, the constitutional safeguards such as subjecting all matters relating to development of mineral resources which is found in Schedule 9 List I Federal List Item 8(j) to List II State List Item 2 which specified that all matters relating to ‘land’ are under the exclusive jurisdiction and sovereignty of the State.”
In noting that the Emergency Order proclaimed in 1969 was the first impediment to curtail our sovereign rights to the valuable resources, See said under the same legal regime, the Petroleum Development Act was enacted and Petronas was incorporated to be vested with all rights over our petroleum resources.
“The lifting of the Emergency Order in November 2011 should have the effect to restore our sovereign rights to the valuable resources including petroleum, but the federal government under the leadership of the present Prime Minister Datuk Seri Najib Tun Razak was quick to push through the Territorial Sea Act in 2012 to curtail Sarawak's sovereign rights to her territorial boundary and thereby maintaining the state of affairs whereby development of mineral resources remains substantially under the federal administration.
“The Territorial Sea Act in 2012 which had contravened our constitutional provision in its enactment must not be allowed to stand as it is. Our CM must therefore vigilantly follow up with the reference that was made to the federal government by his predecessor Tok Nan (the late Datuk Patinggi Tan Sri Adenan Satem), and insist on the restoration of Sarawak’s sovereign rights and control to our territorial boundary which encompasses the foreshore and seabed to the extent of our continental shelf in accordance with the Sarawak (Alternation of Boundaries) Order in Council 1954.”
As it is now, See said even if Sarawak is given full control over the issuance of permits and licences for the prospecting of mines, mining leases for the development of mineral resources, “our rights are constrained to those areas found onshore and up to three nautical miles off our shores”.
“This is not effectual to the protection and restoration of Sarawak’s rights and sovereign control for our mineral resources and their development.   Even in the case of petroleum resources, the bulk of our oil and gas potentials and mines are located outside the three nautical miles limit.
“To restore Sarawak’s full rights in territorial boundary will enable us to have control of all mineral resources and their development to the extent of 200 nautical miles and that may be extended to 300 nautical miles as it was in the case of the United States of America and several other countries. That is what we should be aiming for, to ensure Sarawak’s territorial integrity and sovereignty.”

Global warming will expose millions more to floods

Global warming will expose millions more to floods

Global warming is expected to unleash more rain, exposing millions more people to river flooding particularly in the United States and parts of Asia, Africa and central Europe, researchers said Wednesday.
The study in the journal Science Advances calculates how much more flood protection will be needed to keep the risks of high-end floods constant in the next 25 years.
Unless actions are taken -- such as enhancing dykes, boosting building standards, relocating settlements and managing rivers -- the number of people affected by devastating floods could skyrocket, warns the report, based on models that are 10 times more precise than commonly used climate computer simulations.
Asia -- the continent with the largest historical high-end flood risk -- would get hit the hardest, with the number of people affected by river flooding projected to go from 70 to 156 million by 2040, it said.
For instance, Pakistan, already prone to flooding, "will observe almost a doubling in high-end flood risk," with 11 million people at risk of floods unless protective measures are taken by 2040.
"In South America the number of people affected by flooding risks will likely increase from six to 12 million, in Africa from 25 to 34 million," it added.
In Germany the number of people affected is projected to rise sevenfold, from 100,000 to 700,000.

In North America, it could rise from 100,000 to one million.
"More than half of the United States must at least double their protection level within the next two decades if they want to avoid a dramatic increase in river flood risks," said lead author Sven Willner from the Potsdam Institute for Climate Impact Research (PIK).
The increase in river flood risks over the next few decades is being driven by the amount of greenhouse gases already emitted into the atmosphere by the burning of fossil fuels.
When more heat-trapping pollutants surround the Earth, more moisture is held in the air, leading to more rainfall.
Cutting these emissions is crucial to reducing flood risks for future generations.
"It is clear that without limiting human-caused warming to well below two degrees Celsius (36 Fahrenheit), river flood risks in our century will increase in many regions to a level that we cannot adapt to," said Anders Levermann, a researcher at Columbia University's Lamont-Doherty Earth Observatory in New York.

Mycomments:
How much has the government done to mitigate floods?  The devastating floods we have experienced recently in Selangau especially, in Sarawak are the living proofs of lackadaisical and lackluster attitudes of the UMNO-BNised government.  Any allocations to mitigate floods have always been embezzled from Putrajaya head office to the other related offices and they are always not much of the funds for proper development on the sites.  Disprove my statements if you can.

To solve this urgent matter, I suggest those living in rural areas or not so rural areas, be prepared to dig tube wells and create reservoirs wherever they can and ask the so-called representatives in your areas or not in your areas to fund you to complete the tasks in order to avoid your houses, cupboards, schools, chicken coops, sties, sheds, factories, hospitals, .....and so on to contain the deluge from the dams or elsewhere when it rains non-stop.

Did you know that the dam has to release water when the volume of water has reached at the marked levels or the dam will burst and the end consequence of is many folds worse?  99% of the living things including human beings in the vicinity has no time to escape

Tweets 9/2/2018
