学会英语的招术 26Oct2015

聘请再多外国英文专业教师也是枉然的,如果师生没有阅读以英文课文题材的书籍或刊物。 就是全聘请博士英文专业人才也是徒然无功的。 还有一星期七/八堂课到底如何应用这才是关键。 如果是把大部分的时间是用来练习考试的诀窍,为了在成绩方面有一定/不一定的表现就这样[莫名其妙]白忙着。 结果困在语言的泥泞中,结果对语法和发音的认知都是乱糟糟的。

结果华文/马来文来读/写英文。 出现了这乱78糟的现象。 或不然,就是表达不来。听和阅读都不太懂,说/写都不达意。这种现象应该是常态吧。 我今年五月多到七月尾有给我小婶的女儿大概22小时多的英语语法课程。 我答应给她上大概三个月的免费课程。这小妮子,小时候跟我们是楼上楼下住在一起过。 她也有向我拜师两次过,这是第三次。这次是因为她面对上大专院校简直无法适应以英语教学。

才上十天的课,每天都是苦丧的脸,还哭哭啼啼的呢。 于是,她妈妈打电话给我。当时,她也面对刚刚丧父之痛。五月5日才刚刚正式开课,15日就要办离校手续。当时,我也陪她母女一起去了解一下赔偿的事。有加没减付了RM2500多。这样了断一切。本来,她是以优待的方式人学,一年的学费本来是RM7000多,她只要以一半的学费上学。可是,她真的无法适应,坚决停止。大家怎么劝导都没用。

[天下没有白吃的午餐/饮食],嘿。。嘿,我当然乘机了解几下,她学习英文的过程。嗯。。嗯,是[应试英文学习模式]的学英文。 还有那[莫名其妙]communicative approachlearn in contexts 方式来学英文, 还有着重[应试模式]的教材来学英文,结果,语言知识和认知都缺缺。完全没有什么阅读和接触英文的机会。 几乎没有看以英文为主的电影和听英语台的收音机。就这样迷迷糊糊的从幼儿园到九号学英语。
结果,我查了她的语言知识和认知都[缺氧]。词汇更不用多说了。 这样的学习英文过程,怎么可能掌握英文? 所以没有足够[听,阅读]的输入,那有可能有[说写]的输出呢? 这是否就是一般学生的学习模式呢?我这侄女是否可以代表90%的学生学习模式。 学习英文怎么可以不练习英文文法和基本发音,还有阅读呢?

追随Communicative approach /learn in contexts的学习二十多年来去,结果? 大家都有答案了吧! 不管学习那一种语言,就是一定要有[听和阅读]的输入和[说和写]的输出。 一定要不间断的反复练习/repetition and rehearsal就像学习母语那么样。我们开始学语言都是以[听和说]的方式进行。[阅读和写]通常是上学后的事。 如果一个人从小就开始阅读,这就是增强,深和阔的语言范围。 所以一个人的语言能力全看个人能力和努力。

学习第二语言,英语需要一定的指引和有效的练习。三语之间也可以串通来学,尤其是相等的意思。语言之间差别是形式和结构,意思上几乎相同。 所以其他语言的知识和认知 100%可以帮助第二/三语言的学习。 所以利用他们原有的语言知识和认知去学第二语言真的有很大的帮助。开始,我教这侄女,钰。时,我也是想从文章中学。 两篇文章 后,我真的觉得,在有限的时间内,这不是最好的方式。 文章中学这她有了语法知识和认知后,她自己本身可以慢慢来去学习。

我决定给她语法学习。我就从[形容词]开始,这她一点问题都没有,马上学,马上了解。这不是我的本事高,这是她从华文和马来文中已经有足够的知识和认知去了解英文。 之后,我就给她[主动和被动时态表] 配合那两篇文章学[时态主动12式和被动8]。会明白英文的时态就等于掌握了英文文法的80%的范围。

我就从9种词类(名词,代名词,动词,形容词,副词,连接词,介系词,感叹词和限定词)中的动词让她看到这种词所涉及的范围有多广和多大。动词就跟

1.时态主动12式被动8式息息相关/Tenses
2条件句/Conditional Tenses
3.   肯定句,否定句和问句 
       /Positive Statements, Negative Statements & Interrogatives
4.不定词和动名词 /infinitive & Gerunds
5.   Question Tags
6.   Indirect Statements and Questions
7.  Verbal Adjectives
8.  Relative Pronouns and Clauses
9.  Participial phrases/ F2 /F4 phrases
10. Subject-Verb Agreement

看,是否真的[英文的时态]会了,其他词类,根本没什么困难。

22小时多的课程只是一种指引方向和提供路线图,其余的是要靠自己不间断努力去阅读和练习,还有运用语言。 这样才有机会掌握,不管在语法,发音和词汇,都不是很容易的语言。 但是,也不是那么难到怎么也学不会的语言。

PAC Chairman Supports Proposed Oath Of Secrecy


KUALA LUMPUR, Oct 23 (Bernama) -- Public Accounts Committee (PAC) new chairman Datuk Hasan Arifin today expressed support for the proposal by Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi for all members of the PAC to take the oath of secrecy.

Hasan, who is also Rompin MP, said it was however up to Dewan Rakyat Speaker Tan Sri Pandikar Amin Mulia to determine whether all the PAC members should take the oath of secrecy or not.

"As the PAC chairman, I leave it to the power and discretion of Tan Sri Pandikar Amin in this matter based on the powers given to him as Dewan Rakyat Speaker," he said in a statement, here, Friday.

He was commenting on the statement by Ahmad Zahid, who is also the Barisan Nasional whip in Parliament, suggesting that at all PAC members take the oath of secrecy to ensure confidentiality of information and the PAC's investigation documents.

The deputy prime minister had reportedly said that the oath of secrecy was aimed at preventing leakage of information and investigation documents, as well as discussions at the PAC meetings.

Hasan said the PAC would always be open to suggestions from the public and groups including political parties for the purpose of enhancing the committee.

He said the tasks and responsibilities of the PAC were bound by Parliament's Standing Orders and it was incumbent on all the committee members to adhere to the orders and be responsible towards Parliament.

Hasan said it was also clearly stated that all evidence brought before the PAC must first be tabled to the Dewan Rakyat before it became public document.

My comments:
When the pledges of integrity  have failed to prove to be effective and working, how do you expect the Oath of Secrecy to be kept in any manners and any way?

Is there any secret under the sun?  

I wonder how the members of the Public Accounts Committee can keep the secrets of bad accounts and transactions secret and hidden.

Is there any key to lock up the mouth?

KUCHING: The Ministry of Education’s decision to import English teachers from India is unnecessary because there are enough teachers for the subject in the country.

Sarawak Teacher’s Union (STU) president Jisin Nyud said it was untrue that Malaysia did not have enough teachers as there are many graduates from local colleges and universities who have yet to be employed.

“Should we face shortage of English language teachers, then it is high time for us to employ our own people who are willing to be employed at anytime and priority should be given to our local graduates.

“Secondly, hiring foreigners mean we need to spend more on their wages just like what we are doing by hiring assistant teachers from Fulbright English Teacher Assistant Programme,” he told The Borneo Post when contacted.

During the Dewan Rakyat on Tuesday, Deputy Education Minister P Kamalanathan said trained English teachers from India would be placed in several rural schools across the country, including ‘hot spot’ schools to help raise competency level of local English teachers in line with the Upholding the Malay Language and Strengthening Command of English (MBMMBI) policy.

According to him, it had been on the ministry’s agenda to bring in trained teachers from India to improve command of the language in rural schools in the country.

Jisin pointed out that the ministry should think of several factors of hiring teachers from India in terms of finance, commitment and willingness to be posted in rural areas.

“If these teachers are here, they would be very much concentrated in the town only. How many are willing to teach in the rural or interior parts of Sarawak?

“Even our local teachers are also reluctant to teach in these areas and those who are posted to Sarawak from other states can barely stand the stay of more than three years. Some even asked for transfer back after serving in Sarawak for six months,” he expressed, adding that upon expiry of the contract, many of the teachers will return to their respective states leaving the rural students here without a teacher for a few months.

Jisin remarked that local English teachers who understand the culture and background of students would be better suited to take up posts.

“After all teaching English is not about teaching the language only but other values also.

“Besides this, students will have difficulties in grasping their accent which makes it even worse. All these reasons are all inter-related.”

He disclosed that many teachers in Sarawak are of the opinion that the Ministry of Education’s proposal of importing the English teachers from India was not appropriate.

“It does benefit the students but to a minimum. If it was back in the 1950s, 1960s, 1970s and 1980s, it was relevant as the medium of instruction was merely English and everybody speaks the language in school.”

Meanwhile, Welfare, Women and Family Development Minister Datuk Fatimah Abdullah said the hiring of trained teachers from India was part of the measures to improve students’ proficiency in English under MBMMBI.

“The hiring of these teachers can help but it will not be cheap.”
She cited Chief Minister Datuk Patinggi Tan Sri Adenan Satem’s suggestion to bring back the use of English in teaching Science and Mathematics was due to the dominance of the English language in the world’s scientific community.

“I think we should keep to the previous decision and stick to it,” she said.

My comments:
I fully agree with Jisin Nyud that the Ministry of education should consider locally trained English teachers for the good reasons he has stated so clearly here. 

It is idiotic to think that foreign trained English teachers can help to raise the standard of English proficiency in English teachers and students in rural areas if our English teachers and students are so deprived of time for reading intensively in class and extensively during their free time.

The best way to remedy the poor command of English everywhere in Sarawak Borneo or Malaysia is to encourage READING. 

Make sure that there are at least two periods for reading and two periods for grammar drilling and the rest of the periods for practising the language.  Avoid using commercially produced workbooks to practise for the examinations. 

English is learnt as a second language in Malaysia.  Thus, some deliberate efforts are needed to drill students on grammar and pronunciation and a lot of practise in language use.  Avoid giving them too many tests’ skills which can kill. 

Introducing a READING programme to programme up our English teachers and students will be many times more effective than having foreign English teachers to assist them. 

Employing local graduates will help solve the problem of unemployment of local graduates.  It is unfair to deny our local graduates for the posts especially those who have been trained for the English subject /TESL.  

Isn't it our policy to use locally produced goods to show patriotism?  Why does our government always have the habit to opt for foreign trained personnel or .........?

Don't squander any more money for nothing rewarding and effective.

KUCHING: Primary schools in Belaga need upgrading while SMK Bakun is in urgent need of science laboratory apparatus for pupils in the Science stream.

This was disclosed by Belaga assemblyman Liwan Lagang, who said 13 primary schools in Belaga district had remained the same for the last 40 years.

“When I was a student, these schools were already like this. When I became a teacher, they remained the same. Now I am an elected representative, they remain unchanged, except becoming more torn and dilapidated.

“Nothing has been done to upgrade them for the last 40 years. I hope in this coming budget, more funds will be allocated to upgrade these rural schools,” Liwan told The Borneo Post yesterday.

He said when former prime minister Tun Abdullah Badawi visited Sarawak, there were already promises to overhaul rural schools in Sarawak but until now, nothing had been done to improve these rural schools.

“Even for SMK Bakun which is the only secondary school catering for the students of Sungai Asap and nearby areas of Murum, Linau and Urum, there is not enough Science equipment or apparatus in the school laboratory to expand Science stream class for Form Four and Form Five students. This has been lacking since 2012 when the school started to operate.”

According to him, there are more than 1,300 students at SMK Bakun which serves Sungai Asap community as well as those within the vicinity, which have a total population of more than 12,000.

He said it has been the wish of the community to have more of their children take up Science subjects. Apart from Science laboratory equipment, the school is also in need of an additional classroom block for the growing number of students.

“The school also needs a field track and a multi-purpose court for its students. At the moment, these sport facilities are lacking.”

Apart from SMK Bakun, there are two primary schools in Sg Asap, namely SK Batu Keling and SK Long Gang. Like SMK Bakun, these two primary schools are facing the grave problem of insufficient teachers’ quarters.

“Teachers’ quarters for these three schools are inadequate. Teachers have to be put up at longhouses. Such an arrangement is inconvenient for those with families and also for Muslim teachers.”

Liwan, who is also Culture and Heritage Assistant Minister, said when Deputy Prime Minister Datuk Seri Ahmad Zahid Hamidi visited Sg Asap recently, the latter promised to equip the Science laboratory with necessary apparatus next year.

On the request for teachers’ quarters, Ahmad Zahid, however, said the funding would only be under the next Malaysia Plan.

“But as the elected representative of Belaga, I ask the Education Ministry to reconsider the needs of our students and teachers. Our rural people have always been strong supporters of BN. We should not short change them of something so basic as adequate educational facilities.

“I suggest the Education Ministry organise a team here to just take a look at our schools in Belaga so that they will know how bad the situation is for us here,” said Liwan.

My comments:
I must say that the BN political thugs should be condemned for their 'tidak apa' mentality and attitudes towards the deplorable situations faced by the students and teachers teaching there. 

Our state and national representatives from Sarawak should be the ones to be cursed and condemned for not having any sense of urgency. They have not done enough and put in enough effort to push and set dateline and deadline for the promises to be materialised. 

Besides the ex-CM Taib Mahmud did not step forward to question when the promises from the imperial Federal government failed to realise in time. 

Moreover, the BN political thugs never care to work in unison / accord and help each other to check and see.  They only care about their own self interests and guard for their positions.  What we see now is the results of long years' negligence and light-hearted towards the distress of the poor people who have 100% trust in their leaders.  They have been betrayed again and again being so assly-minded, too.

(吉隆坡21日讯)希望联盟今日在国会公布2016年替代財政预算案,国会反对党领袖拿督斯里旺阿兹莎表示,为了恢復国內外投资者及人民的信心,一马发展公司(1MDB)风波必须马上解决,除了必须关闭该公司,涉及箇中犯罪者也须被绳之以法。

她指出,希望联盟替代预算案也主张,首相不能同时兼任財长,而国家银行总裁洁蒂的任期也应被延长2年。

她也说,除了打击贪污並防堵疏漏,希望联盟替代预算案也呼吁废除消费税,也就是將税率降至0%,以遏止目前因令吉直挫而发生的通货膨胀、恢復消费者信心,以及刺激国內经济。

她说,「废除消费税所减少的国库收入,將从重组政府机构及打击贪污省下的钱来弥补。」

她也强调,希望联盟替代预算案將把赤字定在2.48%,低於国阵的3.17%;而替代预算案也建议重组税务结构,以惠及中下阶层。

她补充,替代预算案中的其他措施包括废除白米津贴並重组稻米津贴,以及將国油分红从现有的260亿令吉减为200亿令吉等。
削减300亿开销

诚信党主席莫哈末沙布则表示,希望联盟2016年替代预算案削减300亿令吉的开销,而这些开销是来自根除贪污、防堵疏漏,以及削减拥有太多部长的首相署开销。

人民研究所(Institut Rakyat)执行董事任绍龙则表示,替代预算案也提出重组现金流动的多项政策,包括將最低薪金制转为「生活薪金」的概念,让劳工享有最低1200令吉薪金。

他指出,由於贫穷与受教育程度有紧密关係,替代预算案也將为领取一马援助金(BR1M)设定条件,例如领取者必须確保小孩有接受教育,才能领取该援助金。

另一方面,这其实是希望联盟成军后的首次替代预算案,旺阿兹莎期许本次的替代预算案为各成员党往后的合作奠定基础,也希望能让人民对希望联盟规划国家重大政策怀抱信心。

民主行动党代主席陈国伟则指出,「通过提出替代预算案,我希望大马人能看到,希望联盟有能力带领这个国家前进,不管对任何背景、宗教及种族的人士来说都是如此。」

官爷们都说车祸65%是道路使用者的错。如果真的是道路使用者的错。官爷们要如何防止道路使用再错下去。这才是关键。这才是官爷们要好好思考的事。说真的,最好的办法和方法,还是鼓励80%的人不要使用私人的交通工具才是最有效的把车祸率减到最低点。同时,人民也不必受塞车的烦恼和像大盗的大道公司不时不时起过路费的刺激。这就要看官家如何改善公共交通了。

还有东节省西节省准备一笔费用应付修理车。拥有车的好处只有那一点,坏处一大堆。 拥有车的人都知道。  从车价到修理数数看就知道了。

车越来越多,车位有没有有紧紧跟着增加?  找泊车位是否也是有车者另一个 很烦恼的事?

说真的,80%的人是不适合驾车的。 80%被逼使用私人交通工具,这跟公共交通完善/不完善是息息相关的。不要再辩论了。 每年7000-8000人死于车祸,捐失据说高达RM80亿。这些死于车祸的冤魂野鬼,我可以100%很肯定地说是公共交通政策和买卖汽车企业还有相关公 利益的冲突的。 如果我们有很完善的公共交通系统,还有几家一家会去花那么多钱去买 两辆/三辆车,甚至四辆,也不奇怪。
