        An Autocracy is, no doubt, an autocracy who so set to do what he desires to accomplish with the power in his hands in the country where all the laws have to bend to his commands.  If Taib Mahmud of Sarawak, Mahatir/ex-PM of Malaysia (for 22+ years), the present PM, Najib, Zahid Hamedi, the present deputy PM of Malaysia……….were in Koreo, they would be in jail now.  I believe 1 day, history will showcase of their sins,  abuses, lifestyles  and ill-gotten wealth in possession in the museums.

        History will tell the truth of every sins they committed.  History will no longer be told by just few professional historians who help to twist, distort and fabricate to the dictation of the dictatorship.   History will be told by everybody and it will be like the pieces of a jigsaw puzzle to be put together to tell what the picture is.

Every Sarawakians with the exceptions of 1 % will know the true history of Sarawak by heart.  Every Sarawakian should know how our countrymen in Sarawak colluded with the Malayan government to open the way for them to come in to plunder and exploit us with such shameless and lame excuse that they were subjected to the whip of the party to obey even if they had to betray Sarawak.  How every act signed unconstitutionally as against the MA63. 

by these betrayals, so called National Representatives.

It is no doubt when we say and protest what 31^st August is to celebrate, one of the betrayals called Stephen Rundi stepped out to tell the people to accept the decision of the ‘Federal Government’.  These betrayals have had too good the benefits of the positions and income to think and care to set their foot down to protect Sarawak from being humiliated and debased from the status of a country to a state unconstitutionally.  These betrayals are so subservient to their ‘Federal’ master that they are ever ready to sign any act proposed. 

Why should Sarawak in such an appalling conditions in many respects still subject to GST, tourism tax and the like?  Who gives the Federal master the rights to do so?  Are there not slaps in the face of these political clowns and Sarawakians in general?

What do Abang Johari and his cronies say about the celebration on 31^st August?  This is how the autocrazy/autocracy wants to test Abang Johari

and his cronies’ loyalty to the authority of the Malayan government, their Federal Master.   This is just a date to showcase their mindset. 

        So, to celebrate or not to celebrate, we Sarawakians should stay united to decide and our decision is, “No!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!”

And there is nothing to celebrate on the 16^th September, either?  It only reminds us how Sarawak has been plundered and exploited since our betrayals signed the MA63.

The Independent Day of Sarawak is on 22 July.  The so called Malaysia Day is on 16 September.  What is 31^st August we are celebrating?  Through the collusion of the local parties with the UMNO-BN, Sarawak has been plundered and exploited for over 54 years, what are we thankful for? 

It is a blantant mistake to form Malaysia 54 years ago and what a shame to see 70% of Sarawak in appalling conditions in every respect with the exception of town areas when compared with Brunei and Singapore.  What are we thankful for the Federation of Malaysia?  Don’t force the the so-called national flags into people’s hands. 

I don’t know whose idea to force Sarawakians to celebrate the Peninsula Malaya and Sabah Independent Day on 31^st August?  Do they celebrate Sarawak Independent Day on 22 July in the same manner?  Please don’t waste resources and don’t mislead Sarawakians.  It is time for the leaders to stand up tall and straight to say “No”.  Save the energy and resources for better use. 

Say “No to GST and tourism tax” to assert our position as a partner in the Federation of Malaysia.  Abang Johari and his cronies should set the time to get back all the rights that belongs to Sarawak or be prepared to secede.   Don’t wait for Sarawakians to flush you out. 

On behalf of all the Sarawakians with the 2% exception, I plead you to abolish 31^st August to be a public holiday to show that it is just an independent day of Peninsula Malaya.  It is time to hit back for all the transgression and trespasses of Malaya government in Sarawak.  Don’t behave like fools and become a laughing stock to the whole-wide world. 

It is not nosy of me to tell all these.  When some political thugs bring flags to schools to fools pupils and teachers, I believe the sight will cause rage to 1.5 million of Sarawakians.  I feel really disgusted and angry to see those in blue uniform with the logo of weighing scale to set out to distribute the flags for nothing meaningful but a show of your loyalty to the Malayan government.  Like betrayers, they act and behave to much to the disgust and anger of Sarawakians.

大马政治改革最忌「休克疗法」

我小时候看港漫《龙虎门》，对黄玉郎笔下有一招印象特別深刻：那就是男主角双掌运劲，再往死者胸膛击下，叫「死马当活马医」，图令阵亡的兄弟恢復心跳。
后来看港剧《仁心仁术》，也有医生在加护病房里，用两座类似电熨斗的医疗器材，往心跳停顿的病人胸膛猛击好几回，医学常识「有限公司」的我，只觉得那手法很「龙虎门」。
中学毕业后，因家庭左派背景影响，我很关心中国六四和苏联瓦解，两父子购买了大量相关的书报杂誌，还经常激烈辩论。撇开感情不谈，我一直很想从社会科学，理性地、系统地探究苏联成立70年，竟在一夜之间崩解的原因。
后来我到中国读研究所，进图书馆如进宝山，发了疯似的研究马克思主义。暨南大学社科部的教授们对我这个来自资本主义大马学生的「学习热情」都很惊讶，因为暨大作为侨校，图书馆的马克思恩格斯原著，早就封尘多年，无人问津好久。
当年，我从社科部学习到的一个关键词：休克疗法（Shock Therapy），又称震盪治疗法，那是研究东欧剧变的重点之一。
后来在学术圈里也听闻，香港新右派经济学家张五常曾在六四之前，带他师父米尔顿.弗利曼（Milton Friedman）到北京访问，亲自给邓小平和赵紫阳介绍其「芝加哥学派」的经济改革方案。眾所周知，中共隨即强推的「价格闯关」，正是引发中国社会经济动盪的原因之一，也为此埋下六四民运的伏笔。

回顾金融风暴
1997年，我硕士毕业后即回到民主行动党总部，担任林吉祥政治秘书。翌年发生亚洲金融风暴，总部也有两种经济学派在交锋。其中一派主张大马应该接受国际货幣基金（IMF）的拯救配套，因为大马的朋党/裙带资本主义（Crony Capitalism）猖獗，只有吞下激进改革的猛药，才有望早日復甦。
当然，马哈迪不会拱手让IMF侵蚀巫统朋党的企业王国，所以断然拒绝之。但是，时任副首相暨財政部长的安华，是赞成向IMF求救的，然林吉祥则持反对立场。我们作为政治秘书，天天翻译老大的文告，从中理解他的思考脉搏。
林吉祥作为国会反对党领袖，一方面批评马哈迪的「否定症候群」，一味地將金融风暴的责任推给国际货幣大炒家索罗斯（George Soros），另一方面也提出一系列符合社会民主价值的政经改革建议，如：
（1）呼吁政府须先解放传媒，让可靠的经济数据自由流通，以克服在坊间的种种不利谣言，从而拯救国人的信心危机。
（2）马哈迪应该摒弃由敦达因所领导的国家经济行动理事会，因为没有人相信敦达因的经济改革方案会以公共利益唯上。
（3）强烈反对巫统挪用公积金来挽救朋党企业。
（4）建议內阁应对中央银行和金融界进行透明化改革，除了有效地清理烂账，也要给那些具有生產性及出口导向的企业发放贷款，协助国家经济加速復甦。
（5）要求政府成立的中小型企业基金、国家高等教育基金、食品供应基金等，一视同仁地按需求而非肤色或政治背景来发放。
（6）加强对政府机构內部的稽查，杜绝浪费、挥霍、贪污、无效率和繁文縟节。
（7）加紧打击黑市外劳，优先保障在金融风暴期间一百万失业国人的就业机会和利益。
至於行动党內支持IMF挽救配套的另一派，则认为林吉祥太过君子风范，应该「乘金融风暴之病，拿马哈迪之命」，他们主张「打开国门让IMF进来，由鬼佬来收拾巫统的朋党企业」，「请大鬼打小鬼」！然而，林吉祥却反对有关举措，他认为「请鬼容易送鬼难」，盖IMF的挽救配套，其实就是新自由主义的財政紧缩方案，如砍掉国家津贴、取消税务优惠、提高银行利率、放鬆外匯管制、解除贸易壁垒、欢迎外资涌入、收购大马国企等，一句话：「由国际自由市场决定一切」。
吉祥反对IMF
IMF主张的休克疗法，从南美、东欧到中国，都有人尝试过；成功的经验少，付出代价的多。它短期內会引发经济激烈震盪，国民经济如病人那样进入休克状態，但右派的经济学家说，市场供求一旦恢復平衡，就会呈现经济復甦，这是「经济改革的阵痛」，「市场转型的必要之恶」。

林吉祥显然不接受这种经济学派的观点。
当年马哈迪也反对新自由主义，我记得《马来前锋报》头版特地放大一张相片，那是印尼大独裁者苏哈多总统在IMF挽救方案上签字时垂头丧气的模样，背后是叉腰见证苏哈多签字的老外，即IMF主席。而林吉祥的爱国，总是被人误解，当年的倒林运动（KOKS）就曾谎称「林吉祥变了」，污蔑吉祥支持马哈迪是为了「挽救儿子林冠英免於煽动法令官司的牢狱之灾」。
我引述廿年前的这段金融风暴歷史，是要提示大家：

一、林吉祥不是政客，他有大局意识，判断问题，不仅是为了行动党的选举利益，还包括国家整体利益。

二、「渐进改革」比「激进改革」更符合国家利益，类似休克疗法的IMF拯救方案，不只是会典当国家经济主权给跨国大財团，也可能引发社会动盪，因为一旦「自由市场法则说了算」，一个多元民族的国家，处於经济竞爭劣势的族群，在政客的蓄意操弄下，就会寻找代罪羔羊。而大马华人很可能如当年印尼华人的命运，沦为暴力政治的牺牲者。

脑残的主张
三、当前华社有一些政治脑残者，主张行动党要提出激进的改革议程，尤其涉及爭取「民族平等」的诉求，绝对不能向马来土著特权跪下，否则就是「同化的两线制」，应当投废票抗拒之。他们说，行动党已经变节，出卖建党原则，否则林吉祥就应该要爭取列华文为官方语文、大胆呼吁取消「马来人特权」、承诺改革公务员的臃肿体制、敢於发声抗议皇室干预政治等等。

我说，挑战马来人特权和封建王室的激进诉求，就好比政治上的休克疗法，对马来人而言，更是「文化大革命」，会坏了希望联盟「改朝换代」的大局，让纳吉在马来社会得以借题发挥，转移视线。马来人一旦误以为希望联盟是由「华人行动党」操控，马哈迪、安华和末沙布是民族叛徒和火箭傀儡，大家认为保守的马来人会有啥反应？五个字：含泪投巫统！

须知道，依靠枴杖60年生活的人，好比吸食鸦片超过半个世纪的病夫，你要他在一个星期戒毒，等於要他老命。这种休克疗法，既不科学，也难以让吸毒者即刻就能自力更生，甚至还会让「恐惧情绪」在甘榜发酵，挽救垂死挣扎的鸦片贩子巫统，这无疑不利於巩固各个民族在关键时刻，同仇敌愾推翻腐朽巫统的团结力量。

那些执意要在此时此刻疾呼废除马来特权的脑残者，是搅局的华人右派法西斯，他们打著爭取华人权益的旗帜，其实正是捍卫纳吉政权的变相维稳者！

记得，我们的敌人是巫统，不是马来人！我们要拉下的是国阵贪官，不是马来公务员！贪腐文化，自上而下，促成两线制后，我们才能让开明进步的大马政治议程，改造各族落伍腐朽的政治文化！而这一切，得从巫统倒台后才能开始！

Couple shocked by rattling of cave-in beneath house

SIBU: A couple was shocked yesterday when the ground under their rented house in Sibu Jaya caved in, causing the floor in the sitting room to crack.

The incident occurred at 9am when the 25-year-old tenant was having breakfast with his wife in the kitchen.

He said they heard loud cracking sounds and ran out to the sitting room to check.
“We found the floor cracked and tiles peeled. Apparently, the earth beneath the house has moved due to the sinking and caving-in effect.”

The frightened couple called the police and the Fire and Rescue Department, but, there was nothing they could do.

The owner, a contractor who identified himself only as George, said the semi-detached, single-floor unit was no longer fit for occupation.

He said they would decide what to do next, adding that they  only moved into the house a few months ago.

Apart from the house at Crystal Lane he was renting from his relative, two rows of houses at the same area are also badly affected by the sinking ground. He said the
house owner had tried filling soil in the garden as the compound continued to sink but it did not improve the situation.

My comments:
These people next move is to go the relevant departments, especially, SMC, to seek their assistance to check the foundation of the house to find out if the developer has piled in enough poles to form the foundation of the house.  This is the responsibility of SMC.  The occupants in the area should band together like the people in the longhouse to sue SMC for their neglect to protect the house owners from being exploited by the developer.  They must have cut-cost-to-save cost (偷工减料) in poles piling for the foundation.

客厅地砖暴裂 诗巫再也屋主慌忙逃命

地砖浮起暴裂。

（本报诗巫15日讯）听到客厅传来暴裂的声音，男子与妻子查看时发现是地砖浮起裂开，大惊之下2人迅速逃出屋子。

该名男子是25岁的佐治，伊班籍，是名承包商，与妻子育有1名念幼稚园的孩子。
该栋单层半独立屋在诗巫再也水晶路，是10年旧屋，是佐治的1名亲戚的，他与妻子搬去住已数个月，没想到今早发生地砖暴裂的事件。

他称，当时他与妻子在厨房吃早餐，忽然就听到客厅有暴裂的声音，他去查看时，本来好好的数片地砖浮起裂开，吓到他与妻子，担心安全，2人逃出屋子。

屋底下呈空心状。

据该屋主称，该屋子的地质不好，他刚买下屋子搬进去住后，就发现泥土不断下陷。
虽然发展商曾经填过一次泥土，但情况仍然一样，整条路的单层半独立屋下的泥土下陷数尺，屋子好比矮脚屋。

当地屋主虽曾向发展商投诉，但都没有获得解决，有屋主因下陷情况严重，已经搬离。佐治今早在事发后，致电消防局求助。

诗巫中央消防局派员到现场了解情况，而诗巫再也警方也到场了解情形。

这我敢大胆猜不是土质的问题。 我敢大胆猜这是[土钉]没有没有打桩够的问题。这是基础的问题。可是屋主 好像很不清楚怎么一回事。 所以谁能帮得他们忙。 这是无知的问题。想想看，那里土质会比RejangMedicalCentre 一区软。 那里[土钉]和硬盘让每一间店屋站得稳稳的。没有什么叫土质软的问题。如果不相信，就请市议会先生，女士和小姐们，去请有关单位就查屋子的基础。 马上下就知道真假象。 科技这么发达还怕什么查不到？

S4S: 砂沙还庆祝831独立日吗？

（古晋15日讯）砂拉越人的砂拉越（S4S）全砂中央文宣发言人义工许应洲表示，831绝非砂拉越独立日，更不是马来西亚独立日；而是马来亚联邦与及北婆罗洲（沙巴）独立日。一个高喊口号要捍卫砂拉越主权的本土政党应该要勇敢表态拒绝831，难以想象他们连外来政党都不如。

马来西亚成立只有54年
许应洲今日发表文告表示，马来亚联邦于1957年8月31日获得独立，砂拉越则是在1963年7月22日获得独立，北婆罗洲（沙巴）则是1963年8月31日独立。之后1963年9月16日才正式共组马来西亚联邦。所谓马来西亚独立60周年如何计算？获得独立的马来西亚又是被那一个国家所殖民呢？

来自马来亚的外来反对党，也开声反对60周年独立日是一个误导，难道本土政党则一点表示也没有了吗？还是本土政党愿意屈服于马来亚盟友的淫威之下，苟且偷生的分享面包屑？

本土政党口是心非庆祝831？
近日在网络脸书上流传许多校园纷纷挂上邦旗预备庆贺831独立日，如果本土政党依然庆祝马来亚的831独立日，岂非坐实了本土政党口是心非，根本不是真心要捍卫砂拉越主权？而高喊捍卫主权的口号就会沦为一个廉价的政治宣传，这样不中用的政党就会被选民所唾弃。

随着831越来越近，大家已经把目光都专注在本土执政党，看看所谓的捍卫砂拉越本土政党是不是口是心非的敷衍人民，嘴上说捍卫砂拉越，却跑去欢庆马来亚的生日？作为马来亚和沙巴的831独立日，砂拉越人民向联邦同胞庆贺无可厚非，但是欢庆程度搞得比722独立日来得隆重极有点本末倒置了。把别国的独立日当作自己国家的国庆来狂欢庆祝，在国际社会眼中不但匪夷所思，更会让人怀疑砂拉越人是否精神错乱了？

大部分砂民不喜欢831

他说，如果砂拉越本土政党不懂得如何向联邦表示831并非砂拉越人所应该欢庆的独立日，就应该把这个课题交给砂拉越人民来决定。通过公投来让人民直接参与涉及公众利益的重大事项，除了是民主社会让人民直接表达意见的制度，同时也是联合国所维护的人权宣言的基本权力。

口口声声表示捍卫砂拉越主权的人联党是否应该敢于发言为民争去公投呢


My Comments：
要靠一群以本土名义的政客， [狼狈为奸]的人去捍为砂拉越，就好像把[羊借给老虎]。要等拿回是没有这一回事。绝对是不可能的事。

我们应该感谢一马发展公司（1MDB）为国家所做的贡献。作者：陈仁杰

以上是某国家领袖在出席某项活动中所发表的言论。他举例1MDB赞助穆斯林到麦加朝圣、投入兴建房屋、援助天灾及发展教育等。不说不知道，原来一马公司默默地为大马贡献了那么多，那么身为普罗大眾的我们是否应该怀著感恩的心歌颂它呢？是的，我们確实要好好感谢它。

感谢这家自2009年成立的公司成为大马独立以来最大型丑闻，让全世界因为它而认识了马来西亚。由于怀疑涉及种种违法活动如洗黑钱、私自挪用公款、破坏金融体系等，美国、新加坡、瑞士等国家纷纷开档调查，国外媒体竞相报道，顿时让大马「声名远扬」。总值10亿美元（43亿令吉）的资產也让1MDB成为美国司法部有史以来处理过的最大宗资產充公案，为大马书写「光荣」的一页。

感谢它让我们见识何为变戏法，把纳税人的钱变成高端房產、飞机、梵高与莫奈的名画、投资好莱坞电影、粉红色钻石项链等，也让我们认识了一名年轻富豪。年纪轻轻却腰缠万贯，有能力一掷千金追求顶级模特儿及送礼好莱坞高富帅影星，不得不说这真的是一则激励故事啊，教导了年轻人有点家底是不足够的，一定要带眼识人，只要遇到贵人，过著纸醉金迷的生活根本不成问题。

人民勒紧裤头度日
另外，感谢它让年纪不轻的前总检察长能够提早退休，並且离开繁重的职务过著含飴弄孙享清福的日子、让之前负责公共帐目委员会的三名主要成员，荣升內阁部长，使他们能够发挥所长，为国家做出贡献、並且让反贪污委员会进行人事改组，使他们能够绝对服从上头的命令打击贪污、也让国內最大政党的「毒瘤」尽除免去了政局不稳的烦恼。

感谢它为马幣疲软做出贡献，这可是吸引国外旅客到我国旅游的一大卖点啊！国家经济危机、物价上扬及通货膨胀通通与它根本不相干。人民必须勒紧裤头过日子，连开门七件事柴米油盐酱醋茶都成问题，全是小时候没有养成储蓄习惯惹得祸。我们不能把过错都赖在它身上啊！

感谢它的持续发酵让人民之间拥有共同的话题，在见面时不会冷场。感谢它那不透明的调查报告，让人民继续雾里看花，给人民留下了无限的猜测空间。我们得空能够猜猜谜，生活也不会那么苦闷，只是距离谜底水落石出的那一天还很遥远。

总而言之，我们应该感谢1MDB，感谢你为大马带来的种种「好」！

Guideline on English language initiative in Sarawak schools issued

KUCHING: The Ministry of Education, Science and Technological Research has issued a guideline on the initiative to improve the level of proficiency in the English language in Sarawak schools.

In a letter dated July 31 to all state elected representatives signed by the ministry’s permanent secretary Datu Sudarsono Osman, he stated that the Sarawak Education Department has implemented the English Highly Immersive programmes (HIP).
The objectives of the HIP, according to him, are to develop a highly immersive English language environment in schools that supports English language learning; to increase student participation in English language activities in schools and to increase student proficiency in the English language through extended usage of the English language both in and out of class.

“Our initiative is therefore to complement the HIP with the intention to create a conducive environment for teachers and students to communicate in English,” Sudarsono stated in the letter cited by The Borneo Post yesterday.

The letter was issued following the first letter from the ministry dated June 15, which called for cooperation from all 82 elected representatives to support the initiative to improve the level of English language proficiency in schools.

On July 7, Minister of Education, Science and Technological Research Dato Sri Michael Manyin Jawong reportedly said his ministry would issue another circular to all 82 state elected representatives on guidelines to adopt schools in their respective constituencies to improve English proficiency among students soon.

He said the circular will also include a guideline for the elected representatives to obtain consensus among parents and teachers to support the initiative before it is adopted at the school.

Sudarsono pointed out that for the initiative to be successfully implemented, the school adoption must be with the consultation and agreement of the principal and the parent-teacher association as the success of this programme will be dependent upon the involvement of all parties concerned.

“There must be leadership commitment from the school concerned in order to ensure the success of this initiative. The adoption is not restricted to only one school.”

He stated the initiative is on a voluntary basis and no additional funds will be allocated.

He cited SK Ulu Lubai and SK Ba Kelalan as examples as they have successfully implemented their initiatives on their own without any additional funding.

Sudarsono also stated that parties concerned are expected to come up with creative and interesting programmes to encourage students’ participation.

“Education should not be politicised. All are reminded not to take advantage of this initiative as a publicity or political platform.”

  My comments:
  Each Sarawak assembly member is allocated RM5 million annually for MRP or whatsoever.  Is it too much allocating RM50,000 (as against 5,000,000) annually to each school to buy English story books, magazines, newspaper and the like?  Is it too much to give some allowance to teachers, parents or teachers' assistants or volunteers who help to teach, guide, facilitate and so on in the schools?
  
  Input in reading texts and listening is very very ..............................important to create fluency.  For accuracy, well, drilling the grammatical forms and items is as important.  Knowing the pronunciation and the related spelling is essential, too.  Then, we shall see the results in the output.  English is learnt as a second language here in Sarawak, my country.  Thus, I believe in some deliberate effort is required.

Baru: I merely cited Auditor-General’s Report

KUCHING: State PKR chairman Baru Bian said he was merely citing the findings of the Auditor-General (AG)’s Report in his statement to the press without going into the specifics that the Housing Development Corporation (HDC) had paid RM2.88 million to two contractors for paint jobs which were never done.

The Ba Kelalan assemblyman said at no time did he utter any names of persons or companies named in the report.

“I have been falsely accused of tarnishing a nameless company and an equally nameless contractor, and I cannot even sue for defamation as they do not have the honour and the courage to own up to their identities. This is cowardice at its worst,” he told a press conference here yesterday.

Baru was responding to thesundaypost’s report in which an unnamed contractor accused him of not checking the facts before making allegations against the contractor’s company.

The unnamed housing contractor in Miri denied not carrying out repainting work for a housing project there despite having been paid by HDC. According to the contractor, the repainting job was done and completed in 2015, and they have every proof of that.

Baru further said that he was surprised that anyone holding a press conference would instruct the press to withhold his identity.

“If this person is truly blameless and wishes to refute the facts in the AG’s report and in the ‘misleading viral’, he should not be hiding behind anonymity. What is there to hide if one is truly innocent of charges made against one? How does one clear one’s name without identifying himself?”

He stressed that the AG’s audit has set processes, which are followed when they carry out their work.

“If the contractor’s name, whatever it may be, is cited in the report, I am sure that he would have been given an opportunity to present his case to the AG during their investigations.  If he is saying that due process was not carried out and the AG’s report was inaccurate, then he should take issue with the AG. Perhaps he should consider suing the AG for defamation.”

Baru said as the Minister of Local Government and Housing Datuk Dr Sim Kui Hian has indicated that his ministry will probe the shortcomings in HDC, perhaps it may be better to hand over the matter to the Malaysian Anti-Corruption Commission (MACC) to investigate.

“The involvement of the MACC may be warranted as huge sums of money are involved and the people of Sarawak will be better assured if an independent party is tasked to carry out thorough investigations in this matter.”

Baru added it is a sad reflection of the decaying morals of man and society when individuals hide behind anonymity to make false accusations and portray perceived innocence.

My comments:
I think something has gone really wrong with the UMNO-BN government to expect anymore trust.  I hope Sarawakians will stay united to flush out UMNO-BN once and for all.  We need a new government for Sarawak to stand clean and clear in all accounts.

“预支”钜额工程费 郑爱鸰促政府交代

（本报诗巫2日讯）行动党武吉阿瑟区州议员郑爱鸰认为砂拉越政府必须针对最近在总稽查司报告中所揭露的砂拉越房屋部数百万令吉款额处理不当的指控给于砂拉越人民一个明确的交代。

她说，其中包括支付2.88百万令吉予12个政府组屋的油漆工程,事实上根据总稽查司报告有关所谓的油漆工程并不存在。同时也在未经授权的情况下预支予乌达玛路(Jalan Utama)第1期及第2期的提升工程计划而导致政府必须承担1.77百万令吉的支出利息。
砂房屋发展局经手
此外, 在总稽查司报告中透露的还包括了在未经授权官员核实下就向供应商支付多达33.40百万令吉，其中有6项总额为20.77百万令吉是没有支付证明文件的。据报总稽查司报告，上述付款都是由砂拉越房屋发展局所经手的。
她说，砂拉越政府必须向人民透露涉及有关12个政府组屋油漆工程的2位承包商的身份，以及他们为何在没有进行任何的工作情况下能得到有关当局的付款?
“我想问，到底目前整个所谓的该油漆工程进展是如何? 该工程之前是否有公开投标? 以及那2位承包商收到付款后又做了些什么? 我也建议该涉及的承包商现在应该自动把该款额退还给州政府又或者自行承担增加成本和费用下把该工程完成。”
酒店工程展延7次

“此外，人民也都想知道有关当局为何允许古晋的河滨大酒店连续7次延长完工时间，导致建筑成本增加了800万令吉，而有关当局也没有向承建商追算多达148天延迟完工的赔偿?”
郑爱鸰称，州内人民皆盼望砂拉越政府能针对砂拉越房屋发展局在没有适当的核实和支持文件下支付出这些天文数字款项的举动给予明确的交代，这些钱都是纳税人托付予政府的保管的金钱，因此他们是绝对有权力知道真相的。
“这些针对我们州内事务和财政处理不当的严重指控间中甚至可能涉及可疑的内幕交易，这也意味着砂拉越房屋发展局已经严重失责。我们的州政府必需要解释为什么砂拉越房屋部能够允许这样的事件发生,而根据总稽查司报告这已造成砂拉越和马来西亚人民被迫负担至少6689万令吉的债务负担。或许6689万令吉与一马公司的丑闻相比，可能只是九牛一毛，但是财政部和砂拉越州房屋部仍然必须负上全责向人民厘清一切,毕竟纳税人的每一分每一毫都不允许被滥用。”
因此，行动党要求有关部门立即作出充分的解释，与此同时行动党也呼吁砂拉越房屋发展局管理层不要罔顾人民的利益而滥用税款。为了拯救我国目前倍受考验的经济状况，财政部也必须立刻采取行动以遏止这种严重财务管理不当的事件发生，因为若持续下去将造成我们国家的经济负担日愈大肆增加。
她也建议大马反贪污委员会成立一个特别工作队以针对总稽查司报告中所揭露的事项作出仔细调查以遏制贪污，滥权舞弊的事件发生。

S4S促阿邦佐学邓小平 强硬手腕争回主权

（本报美里2日讯）砂拉越人的砂拉越团队（S4S）成员杨京萤指出，砂拉越主权谈判手腕应该要更强硬，甚至要施展出邓小平当年拿回香港的魄力，主权归属问题无需拿来讨价还价自贬身份，只要谈归还砂主权时间表，且要在一年内必须完全拿回主权。

杨京萤针对联邦征收砂拉越旅游税，出尔反尔只给回砂拉越十份之一，这摆明是在欺负砂拉越。当初砂首长信心满满且单枪匹马赴吉隆坡谈判，却变成一个笑话。

霸气拿回香港主权
杨京萤今天发表文告表示，砂首长曾经说过，他仰慕中国已故领导人邓小平对中国带来改革和开放后的成就，有意效仿前者把砂拉越经济、建设搞好。但是邓小平还有一个强力手碗与胆识，不知我们的首长可否知道，那就是邓小平当年霸气拿回了香港主权。

当年香港回归中国之前，英国“铁娘子”撒切尔夫人有意不要在限期内归还香港主权，香港回归时间表谈判提出诸多无理要求。当时邓小平以一句铿锵有力的霸气回应英国首相铁娘子，结果香港顺利的照着中国的时间表收回香港。

邓小平当年说：“1997年香港收回时间表问题是不能谈判的，不管用什么方式，谈判的题目只有一个，那就是主权归属问题！如果英国不愿意，那么中国就可以在今天或晚些时候就可以提前收回香港了。”

那么，砂拉越的主权问题，首长认为可谈判也能协商？砂拉越主权是不能被摆上台面拿来谈判的。主权就是主权，怎可以拿来讨价还价？要谈也只能谈一个问题，那就是砂拉越的主权回归的时间表。

旅游税打脸阿邦佐

杨氏也指出，关于旅游税课题，砂拉越人一致反对。当时大多数人力挺砂旅游部长阿都卡林。但是，我们的首长阿邦佐哈里却自告奋勇、单枪匹马、孤身单骑到联邦，尔后就宣称和联邦政府取得了满意谈判结果！当时他英明神武的表现，确实赢得了不少砂拉越人民掌声。

谁知过了一个月。原来不是这样，首长谈判变成了笑话。这可从昨天的报章报导便知，联邦政府直接给首长打了一个大巴掌！原本说好的旅游税收三分一归砂拉越政府的，怎会变成了十分一呢？这究竟是首长误会了联邦政府的意愿，还是联邦政府摆明把玩砂拉越的最高领导？

身为砂拉越最高领导，若是被马来亚半岛如此玩弄，不把首长甚至砂拉越人民放在眼里，这是明摆着马来亚半岛吃定你砂拉越。和这样的联邦政府磋商实在没有意义。

54年砂拉越被欺压无数次，难道还不能清醒，还要抱着可以好好坐下来谈判的美好幻想？
砂拉越的天然资源丰富，地广人稀，马来亚半岛图的是什么？说穿了，不就是为了砂拉越丰富天然资源！

“试着想一想，有如此好资源，对方怎么愿意放手归还原本就属于砂拉越的主权。为了砂拉越与沙巴资源，马来亚半岛费尽心思，才成功把砂沙两邦变成现代版的殖民地。”

归还主权须设时限
从砂沙历史、文化，样样都被扭曲，真实建国历史没有在学校课本出现，孩子们的读物课本都是马来亚半岛的历史，这又证明了什么？联邦政府在过去54年做到这样了，难道这还不够明显？

文告也指出，今年7月22日砂拉越独立日的前十天，首长拿督阿玛阿邦佐哈里还誓言旦旦地说他“保证”砂拉越不会退出马来西亚，唯一条件是联邦政府必须归还属于砂拉越所有主权和权益，却没给一个准确时间表。

若是当作以一年为限，一年内仍然取不回主权，请问首长您又当如何？首长是不是可以向联合国申请（公投），让砂拉越人民透过公投表决。

S4S认为，阿邦佐哈里应该丢掉联邦一再表示会答应下放权力的幻想，积极准备为主权斗争，与砂拉越26万人民签署请愿者站在同一阵线。把大马建国契约MA63和IGC报告拿出来，与联邦政府摊牌，同时向联合国申请，立即启动（公投），让砂拉越人民决定砂拉越未来才是上上策！如果首长能这么做，全砂拉越260万人民肯定勇敢站在首长身后当强有力后盾。

“若是砂拉越最高领导者被联邦政府打脸，完全不把领导当一回事，砂拉越尊严何在？威信何在？人民又会怎样评价首长阿邦左哈里？”

“我们也促请首长请不要和联邦谈判施展缓兵之计的幌子敷衍人民了，因为人民不是傻子。如果继续这样下去，最终将面对后果。马来亚半岛联邦政府，请不要一直试探砂拉越人民的底线。”
